Sunscreen ingredient safety, which ingredients regulators restrict or study, and how we rate it
If you've read that some sunscreen ingredients are "being banned in Europe" or "absorbed into your blood", you've run into the messiest topic in sun care. The honest answer is that a handful of specific ingredients are under active regulatory review or scientific study, not that sunscreen is dangerous, and not that these ingredients are proven to harm you. Our health-safety score rates how clean a formula is of exactly those scrutinised ingredients: RateMySPF reads the full ingredient list of every sunscreen in our catalog, and a high score means few or none of them. Below we walk through exactly what pulls the score down, and point to real products that show each factor in action.

What this score actually measures
This is the part to get right before anything else: we are pricing regulatory and evidence concern, not demonstrated harm. A high safety score (100 is best) means the formula is clean of the ingredients regulators are restricting or that researchers are actively studying; a low score means it carries several of them. Either way, it does not mean a product "will hurt you", sunscreen used as directed remains one of the best-studied things you can put on your skin, and the protection it gives is real. We're simply surfacing what's under review so you can decide for yourself.
Two kinds of ingredient pull the score down. First, a small group of older UV filters that recent work, the FDA's absorption studies, Europe's safety caps, has flagged as reaching the bloodstream or carrying an endocrine question mark. Second, a handful of non-filter ingredients (certain preservatives and antioxidants) that sit under their own restrictions. We weight the filters most, because an active sunscreen filter is always present at a meaningful percentage, while a preservative deep in the list is a trace.
Every sunscreen starts at a clean 100 and loses points for the ingredients below; we then map the total to a level, low, medium or high concern (100 = the safest). Because shelf-chemistry ingredients are present in tiny amounts, we cap their combined penalty, so preservatives alone can never drag a product into the high-concern tier, that's reserved for the absorbed filters. And one ingredient's notoriety we deliberately don't price here: reef impact. That's an environmental question, not a personal-health one, so it sits outside this axis entirely.
▲ Oxybenzone: the most-studied filter of all

If one ingredient sits at the centre of the sunscreen-safety conversation, it's oxybenzone (listed as Benzophenone-3). It carries our single heaviest filter penalty, for two reasons. It was the standout in the FDA's 2019–2020 absorption studies, it crossed into the bloodstream at the highest levels of any filter tested, far above the threshold at which the agency asks for more safety data, and it's the filter most often raised in the endocrine-activity literature. Europe responded by capping how much can be used.
None of that is proof of harm, and we're careful not to say it is. But "the most absorbed filter, capped abroad and still under study" is exactly the kind of regulatory concern this score exists to flag. You'll find oxybenzone most often in older American beach and "sport" lotions and in tinted day creams, and because it's an active, it's usually near the top of the list, where its penalty is largest.

Two more old-school filters carry real, if smaller, concern. Homosalate is absorbed and questioned for endocrine activity, and Europe now caps it at 7.34% in face products (Reg. 2022/2195), a concrete regulatory action, which is why a sunscreen whose only flagged filter is homosalate lands in our medium tier on its own. Octinoxate (Ethylhexyl Methoxycinnamate) is similar on the absorption and endocrine front.
We treat octinoxate slightly more gently, a single-octinoxate formula stays in the low tier, and that's a deliberate call worth explaining. Much of octinoxate's notoriety comes from reef bans (Hawaii, Key West), which are an environmental matter, not a personal-health one. Since this score doesn't price ecology, we don't let the reef reputation inflate the health number. The result: homosalate is the bigger personal-health flag of the two, and the scores reflect that.

4-Methylbenzylidene camphor (4-MBC, also called enzacamene) is the clearest-cut case on this whole axis, and it carries our largest penalty of any single ingredient. The EU placed it on its list of prohibited cosmetic substances (Annex II) in 2024, having concluded it could not derive a safe concentration for it. "No derivable safe level, banned outright" is about as strong as a regulatory signal gets, so any sunscreen containing 4-MBC lands firmly in our high tier.
It has never been FDA-approved for the US market, so you won't see it in American products, but it's still common in older formulas sold across Asia, Latin America and parts of Europe, often a few names into the filter block. If you're shopping internationally and you spot it, our score is telling you this is the one filter with an unambiguous ban behind it.

Most older sunscreens don't lean on just one of these filters, they blend three, four or five to cover the UV spectrum, and that's where concern compounds. We don't simply add every filter at full weight, because real exposure doesn't scale that way; instead the heaviest-flagged filter counts in full and each additional one is added at a reduced rate. But the direction is unmistakable: a formula carrying oxybenzone and homosalate and octinoxate is doing more on the concern axis than any one alone.
When two or more of the endocrine-questioned quartet, oxybenzone, octinoxate, homosalate, 4-MBC, appear together, we attach a dedicated endocrine-stack note to the product. It doesn't pile on extra points (the individual penalties already tell the story), but it flags the pattern reviewers care about most: a single formula stacking several of the filters that are independently under study.

Filters aren't the only ingredients regulators have acted on. A group of parabens, isobutyl-, isopropyl-, phenyl-, benzyl- and pentylparaben, were banned from EU cosmetics outright (Reg. 1004/2014) over endocrine concerns, so we treat their presence as a flat, firm penalty regardless of where they sit in the list. Butyl- and propylparaben weren't banned but were restricted, so we penalise them more gently, and more when they appear early. Triclosan, an antibacterial with its own endocrine question, sits here too.
There's a deliberate ceiling on all of this. Preservatives are used at fractions of a percent, so however many a formula carries, their combined penalty is capped, shelf chemistry alone can flag a product as worth a look, but it can't on its own brand it high concern. We also leave the well-tolerated, regulatory-clean preservatives (methyl- and ethylparaben, phenoxyethanol) entirely unscored: a paraben in the list isn't automatically a problem, only the specific ones regulators named.

Talc is a good example of why context matters more than a scary ingredient name. The documented concern with talc is about inhaling it, or about perineal use, exposure routes that simply don't apply when it's bound into a leave-on cream you rub into your skin. So we only flag talc when the product is a powder, compact, brush or spray, where there's a plausible route to breathe it in. In a lotion, talc scores nothing, because the hazard route isn't there.
This is a guard we added deliberately, after an earlier version penalised talc in creams where it posed no realistic concern, a false positive we'd rather not show you. The practical upshot: an SPF setting powder or compact foundation may pick up a talc flag, while the same brand's lotion won't.

Lowers risk
The flip side is reassuring, and it's where a lot of "clean" sunscreens genuinely earn the label. The mineral filters, zinc oxide and titanium dioxide, barely penetrate the skin and carry none of the absorption or endocrine questions hanging over the older organic filters. In our scoring they're worth zero concern points. A pure-mineral sunscreen on a clean base scores a flat 100 here.
This is the most direct way to sidestep the entire debate: if a formula's only UV filters are zinc oxide and titanium dioxide, none of the ingredients regulators are studying are in the bottle, and the score says so plainly. It's why fragrance-free mineral lotions dominate the top of this axis.

You don't have to go mineral to score clean, and this surprises people. The newer generation of organic filters common in European and Asian sunscreens, Tinosorb S and M, the Uvinuls, the Mexoryls, Iscotrizinol, are large, photostable molecules designed not to penetrate the skin, and they don't carry the regulatory baggage of the older filters. We give them zero concern points, the same as minerals. The old workhorse octisalate (and ensulizole) sit at zero too, they're well inside the regulatory-clean line.
That's worth seeing in the data: a modern-filter sunscreen can contain octisalate right there in its list and still score a perfect 100, because neither the new-gen filters nor octisalate add a single concern point. So a well-formulated Tinosorb or Mexoryl sunscreen gives you broad, photostable protection with a clean health-concern score and, usually, a far nicer texture than mineral.

How to choose if you'd rather avoid the scrutinised ingredients
If this topic worries you, the good news is that avoiding the flagged ingredients is easy and costs you nothing in protection. You have two clean routes. Go mineral, a zinc-oxide and/or titanium-dioxide formula sidesteps every absorbed filter on this list. Or go modern-filter, a European or Asian sunscreen built on Tinosorb, Uvinul or Mexoryl scores just as clean and tends to feel lighter. Both score zero here; pick whichever texture you'll actually reapply.
Beyond the filters, choosing fragrance-free trims the preservative and additive load that adds up the smaller flags, and for SPF powders specifically, a talc-free formula clears the one form-factor concern we rate. And keep the framing in mind throughout: a product in the medium or high tier isn't one we're telling you is unsafe, it's one carrying ingredients regulators are restricting or still studying. Daily protection from a filter that's merely under review beats skipping sunscreen over a concern that isn't settled.

Should I avoid parabens in sunscreen?
Only some. Five parabens (isobutyl, isopropyl, phenyl, benzyl, pentyl) are EU-banned and we penalise them firmly; butyl and propylparaben are restricted, so they're a lighter flag. The common methyl- and ethylparaben are regulatory-clean and we don't score them at all. Preservatives are capped, too, they can't alone make a product high concern.
Why do you only flag talc in powders and sprays?
Because talc's documented hazard is about inhaling it, not rubbing it on your skin. That route exists for an SPF powder, compact or spray, so we flag it there, but not in a leave-on cream, where the concern doesn't apply. Penalising talc in lotions was a false positive we deliberately removed.
Does a low health-safety score mean the sunscreen doesn't work?
Not at all, the two are separate. This axis is only about which ingredients are under regulatory or scientific scrutiny; it says nothing about how well a product blocks UV. Plenty of effective sunscreens score low here simply because they use older filters. We'd still rather you wear one than skip protection.
What's the cleanest sunscreen on this measure?
